GENERAL GOVERNMENT BUDGET AMOUNTED 3,165.9 BILLION TOGROG

Ulaanbaatar, Mongolia, /MONTSAME/ In the first nine months of 2011, total revenue and grants of the General Government Budget amounted to 3,165.9 billion togrog, and total expenditure and net lending amounted to 2,929.2 billion togrog, representing surplus of 236.7 billion togrog in the General Government Budget overall balance.


In the same period of previous year, the overall balance was in 19.7 billion togrog deficit. In the first nine months of the this year, General Government Budget overall balance surplus was mainly due to the revenue growth pace exceeded the expenditure growth by 12.9 percentage points. Current revenue of the General Government Budget amounted 3,087.2 billion togrog and current expenditure reached 2,226.8 billion togrog. Thus, the budget current balance was in surplus of 860.4 billion togrog. Compared to the same period of the previous year, tax revenue increased 870.5 billion togrog or 48.2 percent due to the increases of 438.5 billion togrog or 72.9 percent in taxes on goods and services, 274.2 billion togrog or 2.3 times in other taxes, 117.2 billion togrog or 87.9 percent in taxes on foreign trade, 106.3 billion togrog or 47.8 percent in social security contribution, although there was decrease of 213.0 billion togrog or 79.3 percent in price increase tax of some products.

Compared to the same period of the previous year, non-tax revenue increased by 197.1 billion togrog or 92.0 percent due to the increases of 136.9 billion togrog or 2.5 times in revenues from budget entities, 29.0 billion togrog or 3.7 times in revenues from dividends, 15.6 billion togrog or 50.4 percent in revenues from oil petroleum, 10.6 billion togrog or 48.8 percent in revenues from interest and fines.

In the first nine months of 2011, total expenditure and net lending of the General Government Budget increased by 851.0 billion togrog or 40.9 percent to 2,929.2 billion togrog against the same period of 2010 due to increases of 489.6 billion togrog or 67.7 percent in subsidies and transfers, 219.4 billion togrog or 28.7 percent in expenditure of goods and services, 172.2 billion togrog or 51.9 percent in capital expenditure.

Spending of 504.0 billion togrog on capital expenditure in the first 9 months of 2011 was higher by 172.2 billion togrog or 51.9 percent against the same period of 2010 due to the increases of 139.4 billion togrog or 43.1 percent in capital expenditure of domestic sources and 32.8 billion togrog or 4.8 times in foreign financed capital expenditure.
