Parliament discusses anti-corruption amendments
Parliament discussed draft amendments to the Criminal Law on Friday. The draft amendments were submitted by MP Kh.Temuujin and address anti-corruption issues. MPs decided to submit the draft amendments to the Standing Committee on Justice for further discussion.
MP Batj.Batbayar stated that “almost all” state officials take bribes at present and that the anti-corruption issue should be completely addressed, and not only by some amendments.
Kh.Temuujin answered that amendments of some laws have been considered to completely address the issue. Besides, Kh.Temuujin said, other amendments to the laws on state service and on corruption could help the Anti-Corruption Authority (ACA) root out corruption.
D.Baldan-Ochir stated that the state could not fight corruption and bribery with income declarations from just the 46,000 state officials. Therefore, D.Baldan-Ochir said, all households should declare their income. There are approximately 740,000 households in the country.
But Kh.Temuujin said the ACA is unable to monitor the income declarations of state officials, so it could not monitor the declarations of every household.
The drafts say that if a state official could not reasonably explain his or her wealth, he or she would be investigated under the Criminal Law.
