Premier wants cabinet members be more disciplined

Ulaanbaatar, Mongolia, /MONTSAME/ At its two meetings--December 29, 2010 and January 3, 2011--the cabinet discussed anbd then decided to strengthen discipline and responsibility of the Ministers and to sent the Premier's task to the city's Mayor and aimags' governors.

In accordance with the decision, legal measures have been undertaken to the Finance Minister S.Bayartsogt for being late almost two hours for a plenary meeting of parliamentary session which had been discussing the 2011 state budget and to the Minister of Mineral Resources and Energy D.Zorigt for failing to convey urgent research materials and information to parliament, Standing committees and sub-committees.

The Prime Minister S.Batbold has told his Ministers that attendance at plenary meetings is compulsory and that a timely distribution of official papers is vital.

According to Monday's decision, the Premier's task has been passed to the city's Mayor and governors of provinces obliging them to timely and promptly consider any urgent issues within the legal rights given, to improve procedure of discussionsand to strengthen responsibilities.

The aimags' governors have been ordered to announce all tenders of purchase activities within February 1 this year, to conclude them and to establish related contracts with executors within April 1, 2011. They are told also to improve quality and outcome of budget investment works, intensify their implementation, effectively exploit the budgetary capital for targeted purposes.

The Finance Minister is tasked with reporting on plans of purchase activities and their execution every quarter.
