Parliament to discuss draft law on gender
Our journalist talks to MP S.Oyun defining Parliament united session to discuss about draft law on gender.
How about your opinion that draft law on gender discussion?
The Government has submitted draft law on gender and I think the draft law has been accurately processed. It reflects progressive issues that how gender equality would be ensured and how it would contribute to development of Mongolia. Main reason of discussion hindrance is there not enough understanding of issue in Mongolia but youth have different ideas of the issue.
Another reason is that draft law has election provision, which was related to law on election. The provision indicates not less than 30% of candidates for election would be women, therefore, we have lost more than a year period for discussion. I suggested to working group the provision could be postponed to discussion of law on election.
There is wrong concept that some women work in Parliament when talk about gender and quota. Draft law on gender includes issues that how to ensure gender equality in social many sectors and to provide balance in some sectors where gender equality balance is being lost.
How many percents are set up of quota in law on election?
There are two drafts law on election and quota is indicated 15% but it is not progressive provision because 15% of the candidates were women in the last election. Representing women, we were set up at least 20 or 25% quota. About 100 countries in the world have done gender legal equality and this draft law influences to our development and gender equality.
How would men accept the law after passing?
Law policy would regulate women employment as 80% of teachers and doctors are women at present. But the regulation would be implemented by phase policy from education sector but not by force.
