Old buildings identified for demolition

The Infrastructure Control Board (ICB) of the State Specialized Inspection Agency (SIA) has announced a month-long special program. Its Chief, Ts.Ganbat, talks about what the program is about.

Will you inspect the quality of buildings that have come up in recent years? People have many complaints about them.

This is a very wide issue, governed by eight laws, 260 standards and more than 120 rules. Any construction should satisfy all these to rated as a quality building. Since safety is a major consideration, we have to worry about the quality of old buildings also. Those built between 1950 and 1970 did not follow anti-earthquake norms and age has worn them down. We and related organizations will check these things during the housing census beginning November 11.

Is there no record of apartments and houses?

We counted approximately 800 buildings in Ulaanbaatar in 2008. The number has now gone up. We recently found about 1,300 kindergartens and schools in the state. The final tally is not ready. We also plan to count all hospital buildings in the state in 2011. Much money is allotted towards repair of buildings of budget-financed organizations, but not much is achieved as they are mostly very old.

How many buildings do we have that are dangerous because of age?

We have identified 17 buildings for demolition where new constrictions will come up on the existing foundation. We shall do the same with 27 other buildings in 6 locations, including some old apartment blocks near Zuun Ail.

Are people right in thinking that lax SIA monitoring is responsible for the bad quality of new constructions?

There cannot be any such general statement. The SIA does not have the resources to monitor every stage of the construction of every building. There are other agencies also responsible. The SIA concentrates on safety aspects.
