of DPRK Central News Agency Visit

September 12 (MONTSAME) The head of President’s Office Mr P.Tsagaan received
Friday the representatives of the N.Korean Central News Agency (KCNA) of
Democratic People’s Republic of Korea, led by Mr Kim Chang Gwang, the director
of the agency.
The delegation
is here at the invitation of Mr A.Baatarkhuyag, the Director-General of
National MONTSAME news agency.
Present at the
meeting were also Mr Hong Gyu, the Ambassador Extraordinary and Plenipotentiary
of DPRK to Mongolia, Ri Yong Pil, the secretary-general of the N.Korean
embassy; Rim Hu Ryon, a director of foreign relations division of KCNA; and
A.Baatarkhuyag together with Sh.Batbold, his deputy.
The Director of
KCNA Kim Chang Gwang said he is visiting Mongolia for the first time and
expressed a satisfaction with the expanding diplomatic relations between the
two countries. He also said the visit of President Ts.Elbegdorj to DPRK in 2013
shown the advancement of the bilateral relations in a higher level, and that
the two countries’ media organizations play crucial roles in developing the
ties between the two nations. "Our organization has information exchange
cooperation agreement with the MONTSAME agency," he added.
In response, Mr
Tsagaan wished the guests a nice stay in Mongolia and stressed that the two
peoples have been supporting each other in difficult times. He expressed a
satisfaction with the expansion of the diplomatic ties between the two
countries and said he is confident that the collaboration between the two
Agencies will boost more.
After this, the
guests visited the Civil hall, established at initiative of the President of
Mongolia, and were informed that the more people involved in the state
activities the more transparent the decisions are, and that draft laws,
initiated by the President, are discussed by ordinary people in this
hall.
Mongolian
Peace-Promoting Training Center Joins NATO Network

Ulaanbaatar,
September 12 (MONTSAME) The Peace Promoting Training Center (PPTC) at the 311ty
unit of Mongolian Armed Forces has joined the NATO network of Education and
Training Centers.
This happened
in accordance with a decision of the organization’s Wales Summit on this August
21, reported the Politics and Security Committee of the organization on
Thursday. Mongolia has become the 23rd country to join the PPTC.
These training
centers hold various types of military and professional trainings, seminars and
conferences, as well as field and command-staff exercises for military officers
to attend NATO based the UN actions. This year’s candidates for the network
besides the PPTC included School of Special Operations of the USA and Language
Course in Marshall Center, and PPTC of Mongolia won the membership to the network.
A total of 39 military officials have participated in the trainings from NATO
as of this August.
MONTSAME
to Intensify Ties with N.Korean News Agency

September 12 (MONTSAME) The Head of the MONTSAME national news agency
A.Baatarkhuyag Friday met a visiting delegation headed by Mr Kim Chang Gwang,
the Director-General of the N.Korean Central News Agency (KCNA).
The guest said
the collaboration between the two national news agencies has been intensifying
and underlined an importance of "exchanging news and information through a
high-speed access, especially of true and realistic pieces of news". He
hoped that the news exchange will reach a targeted volume, and said the two
agencies can exchange young journalists from the next year.
To this, Mr
Baatarkhuyag said Mongolia is the democratic country, but unrealistic news
about it has been spreads by some foreign news agencies and websites, "so
it is necessary to get information about any country from this country's
national news agency". The MONTSAME aspires to refresh its ties with the
biggest agencies and to establish new ties, he added.
Mr Baatarkhuyag
also emphasized an importance of delivering realistic news for the interests of
not only bilateral ties, but also for inter-citizen relations. Then the sides
shared views on intensifying the bilateral agreement.
The two
national news agencies began the cooperation in 1954. In 2013, the MONTSAME's
Director-General Baatakhuyag visited North Korea and upgraded the cooperation
contract.
Memorial
dedicated to victory of Khalkh Gol battles erected in Moscow
September 12
(news.mn) A tank memorial built on the 75th anniversary of the victory of the
Battles at Khalkh Gol was erected in Moscow, on September 10th, with special
support from Konstantin Kuksin, director of the Museum of Nomadic Culture in
Eastern Moscow and Ambassador Extraordinary and Plenipotentiary of Mongolia to
the Russian Federation Sh.Altangerel, as well as other officials and
well-wishers.
The event kicked
off with opening remarks from Konstantin Kuksin and Sh.Altangerel, member of
the State Duma of the Russian Federation Sergei Mironov, and other Russian
government officials.
After the ribbon cutting, Mongolian and Russian national flags were raised and their anthems were played.

At the event,
Ambassador Extraordinary and Plenipotentiary of Mongolia to the Russian
Federation Sh.Altangerel presented a memorial medal for the 75th anniversary of
the victory of the Battles at Khalkh Gol to Sergei Mironov and a member of the
Federal Assembly of the Russian Federation, Bayar Jamsuev.
The Т-26 tank
memorial is the first monument for the victory of the Khalkh gol battles in
Moscow, and one of the largest projects launched in the scope of the 75th
anniversary of the historical victory by Mongolian and Soviet soldiers.

by President Xi Jinping at First Formal Trilateral Meeting between Heads of
State of Mongolia, Russia and China

(infomongolia.com) On September 11, 2014, President of the People’s Republic of
China Xi Jinping made a statement responding Mongolia’s proposal on hosting
“Ulaanbaatar Meeting” during the first formal trilateral meeting between the
heads of state of Mongolia, Russia and China held in Dushanbe, Tajikistan.
In his speech,
President Xi Jinping said, “This presidential-level meeting is a very significantly
important in terms of exchanging opinions on interests of three states and I
believe positive results would be reached from this meeting. Thank you.
I would like to
express China's position on the three-country meeting. Upon the initiation of
the President of Mongolia Ts.Elbegdorj, the meeting between the heads of state
of Mongolia, Russia and China shows high importance to the development of
tripartite relations.
During my
recent visit to Mongolia, I and President Ts.Elbegdorj have agreed that it is
important to develop strategic partnership between China, Mongolia and Russia.
This three-party presidential meeting will bring close mutual trusts between
the three states. In the scope of beneficial economic partnership, the three
countries can develop complementary ties by taking their advantages based on
mutually win-win cooperation. In addition, it is beneficial in the Northeast
Asian regional cooperation. It says a good beginning is half of the success.
I believe this
meeting brought good fundamentals for further development of the three-way
relationship. Just now, President Ts.Elbegdorj forwarded several proposals. For
instance, a three-side regular meeting is proposed to be hosted in Ulaanbaatar.
In this regard,
China has its own suggestion. This proposal will be considered by reflecting
the parties’ decision. The Russia-Mongolia-China Presidential Meeting can be
arranged in the regular rotation or may be organized during an international
event in accordance with the requirements. For example, it may be conducted
during the Meeting of the Council of Heads of State of the Shanghai Cooperation
Organization.
I have another
suggestion. The relevant organs of three parties should develop a general
regulation on studying the topics and summary of the meeting between heads of
state and a mechanism on Vice Foreign Minister-level consultations should be
also established; besides I propose to conduct comprehensive cooperation
between three countries.
Mongolia is
willing to join the APEC. We support this request. Also, we are ready to
collaborate with other relevant parties to make joint efforts and the first
factual activity of China-Russia-Mongolia tripartite cooperation is being
comprised.
Last year,
China initiated the Silk Road Economic Belt, where Russia and Mongolia have
replied positively. I and Mr. President V.V.Putin agreed to link the Silk Road
Economic Belt with Russian, European and Asian railway networks. Moreover, I
and Mr. President Ts.Elbelgdorj have also agreed to connect the Silk Road
Economic Belt with Mongolia’s initiated the Steppe Road Project.
The three
countries’ development strategies are mutually consistent and it is possible to
establish a China-Russia-Mongolia economic corridor. Moreover, it is very important
to intensify the constructions of railway and auto road between the three countries,
which is considered an urgent problem concerning all of us.
In order to
strengthen trilateral partnership, we can arrange a meeting to discuss on
renewing main railway tracks and to accelerate auto road construction project
linking the three countries, besides, to facilitate transportation. China
understand that Mongolia as a landlocked country has forwarded a request to
increase freight transportation volume via its territory and to reduce the
transit transport tariff. We are ready to collaborate with Mongolia and Russia
on moving forward and intensify an issue of trilateral transit transport.
China and
Russia have already established 750 MW of 500 kilovolt power transmission
network. We are currently studying the feasibility of building a transnational
power grid. Furthermore, the discussion of establishing a three-party power
plant is open and Mongolia’s participation in the China-Russia energy
cooperation is ready to be discussed.
As part of
China’s initiatives, the three countries can boost cooperation in such areas as
tourism, media, environmental protection, and disaster prevention and relief.
China pays an
important attention to the proposals forwarded by Mongolia during the SCO
meeting held Bishkek last year and during the Prime Ministerial Meeting took
place in Uzbekistan. We support Mongolia’s request to deepen partnership with
SCO in trade, investment, culture, education and technical cooperation. In few
years to come, legal preparations on increasing the number of SCO member-states
will be accomplished. Mongolia is the first Observer country at SCO and it is
viable if become a member-state of the Organization. Also, it consistent with
the security and development interests of Mongolia. Therefore, China as a
friendly neighbor and strategic partner of Mongolia is supporting the country
to join the Shanghai Cooperation Organization and we want Mongolian side to
study it seriously.
Together we
protect the principles of the UN regime and the fundamental principles of
international relations, we should protect international regime and its
security cooperation system carried out by the UN’s main role. Moreover, we
should reject rude participation in activities in the domestic affairs of other
countries. We should follow the new security concept of mutually beneficial and
equal cooperation. We should work together to cease international disputes and
issues of hot concerns by the means of peaceful and through political dialogues.
We will support the President V.V.Putin’s efforts and his political solutions
to solve the Ukrainian crisis.
Next year, I
and President V.V.Putin will be organizing several measures in the scope of the
70th anniversary of the Allied victory in the World War II as well as the 70th
anniversary of founding of the United Nations. In 2015, I am will be conducting
a visit to Moscow and President V.V.Putin to Beijing to participate in
ceremonial events and in this regard, it is our pleasure to welcome the
President Ts.Elbegdorj and heads of state of other nations to attend the events
to be hosted by China and Russia sides.
We support
Mongolia to join APEC and we support Mongolia’s initiation to host Ulaanbaatar
Dialogue and we support Mongolia’s appropriate participation in the Northeast
mechanism. These dialogues are significant with its importance.
