Officials discuss health-care financing
A discussion about the financial issues concerning health care in Mongolia was held last Friday in Civil Chamber under the President.
Health Minister S.Lambaa read a paper called “Health Finance Strategy,” Finance Ministry budget specialist B.Munkhtuul read a paper called “Budget Based on Health Sector’s Programs,” the head of the Strategic Planning Office of the Ministry of Social Welfare and Labor, N.Ayush, read a paper called “To Improve Health Insurance Structure,” the Health Minister’s Economic Policy Advisor, D.Chimiddagva, spoke on two topics, “To Improve Health Finance Structure” and “Research of Health Pay Services and Influence in Households’ Expenditures,” and Coordinator of Health Development Program of Asian Development Bank J.Altantuya read a report called “Health Finance Policy and Legislation Change.”
Participants asked the officials questions about their papers and exchanged opinions. They also discussed a draft law on health insurance and suggested that health insurance should meet the standards of quality and sufficiency, and should benefit all citizens. One of the hottest topics was universal health insurance and the cost of medical care.
Participants also said hospital services should be improved. Some said many health care projects and programs have not been adequately implemented.
They noted that health insurance accounts for 25.4 percent of all health care costs, and 71.2 percent of that cost comes from the state budget. Some participants suggested that the draft law on health insurance should be changed.
