DRAFT LAWS SUBMITTED TO PARLIAMENT

Ulaanbaatar, Mongolia /MONTSAME/ A head of the Presidential office, D.Battulga submitted draft of new wordings of the “Lawyer's legal status” and “Press freedom” laws to D.Demberel, the Speaker of parliament on November 16.


Both drafts have been intiated by the President Ts.Elbegdorj.

The first one has been presented in frames of the judicial reform. According to Battulga, it has been aiming at developing lawyers' self-administrative organization, creating a BAR system and a united system regulating lawyers-related issues like testing, issuing special licences, retraining, legal assistance, advocating, profession's standards, new responsibilities regulation, and creating an independent Lawyers chamber.

Th second draft “Press freedom” took two years' of meticulous work and research, said Battulga. "By it we want to guarantee people's right to freely express viewpoints and to implement them responsibly," he said.
In connection with this draft, proposals have been made to invalidate some clauses in the Criminal and civil laws.

Since this draft contradicts the same one elaborated by the government, it is supposed that parliament would decide whether to consider them together.

The “Civil hall”, under the President of Mongolia, had discussed these drafts and managed to reflect in them some suggestions from professional organizations, scientists and international organizations.
