President
of China Xi Jinping to Visit Mongolia

August 15 (MONTSAME) At the invitation of the leader of Mongolia Ts.Elbegdorj,
the President of the People’s Republic of China (PRC) Mr Xi Jinping will pay
the state visit to Mongolia on August 21-22.
This will be Mr
Xi’s first visit to Mongolia since assuming office two years ago. This visit
has been in the works for several months. While taking part in the Conference
on Interaction and Confidence-Building Measures in Asia (CICA) summit in
Shanghai this May, the Mongolian President Elbegdorj met with Xi Jinping and
invited him to visit Mongolia. Later in June, the Chinese Foreign Minister Wang
Yi visited Mongolia.
Speaker
Meets Ambassador of India

Ulaanbaatar,
August 15 (MONTSAME) The Chairman of the State Great Khural (parliament)
Z.Enkhbold Thursday received Mr Somnath Ghosh, the Ambassador Extraordinary and
Plenipotentiary of India to Mongolia.
The Speaker
said he is glad to meet with the recently appointed Ambassador of India and
stressed that the Mongolia-India relations and cooperation have been boosting
at a high level, and that development of ties and collaboration with
Asia-Pacific countries is one of the priorities of Mongolia's foreign policy.
He also said India is a main partner of Mongolia in the region.
Mongolia always
wants to expand the cooperation with India in all sectors, the Speaker went on
and expressed a satisfaction with a successful development of the comprehensive
partnership relations in all spheres based on interests of the two countries’
peoples and common principles of the international ties.
In response, Mr
Ghosh thanked the Speaker for the audience and said he is happy with the
expansion of the bilateral relations and cooperation. Then he invited the
Speaker and D.Demberel MP and head of the Mongolia-India inter-parliamentary
group, and others to the celebration of the Independence Day of India (August
14).
Ending the
meeting, the Speaker wished the Ambassador many successes.
President
of PR of China Xi Jinping to Conduct State Visit to Mongolia on August 21-22,
2014

(infomongolia.com) The Ministry of Foreign Affairs of Mongolia announces that
upon invitation of the President of Mongolia Tsakhia ELBEGDORJ, the President
of the People's Republic of China Xi Jinping is conducting a state visit to
Mongolia on August 21-22, 2014.
Accordingly,
the Secretary General of the Parliament Secretariat B.Boldbaatar also reported
to journalists that due to upcoming high-level visit of the state head of the
PR of China, the State Great Khural (Parliament) is holding a ceremonial
session on August 22, 2014.
Mongolia and
the People's Republic of China have established the diplomatic relations on
October 16, 1949.
Government
of Mongolia and Oyu Tolgoi LLC Sign Agreement of Cooperation in Energy Sector

(infomongolia.com) On August 14, 2014, the Government of Mongolia and Oyu
Tolgoi LLC have signed the Agreement of Cooperation in Energy Sector that aims
to strengthen power supply network in Mongolia, in particularly, power solution
for South Gobi region.
The Agreement
that aims to deliver a comprehensive and enduring energy plan for the southern
region will be a framework for long-term strategic cooperation between the
Government and Oyu Tolgoi, where parties are obliged to successfully implement
the Tavan Tolgoi Power Plant Project.
Within the
scope of this framework, the Agreement will regulate financial issues for Tavan
Tolgoi Power Plant Project that will be allocated from international banks and
financial institutions, where Oyu Tolgoi LLC’s support is great and other
relevant issues are regulated under this Agreement.
The official
signing ceremony was held in the Government House and on behalf of the
Government of Mongolia, Minister of Energy M.Sonompil and Chairman of Energy
Regulation Committee S.Otgonbayar have inked the Agreement of Cooperation in
Energy Sector, where Prime Minister N.Altankhuyag was present, and the Oyu
Tolgoi LLC was represented by Chairman of the Board of Directors G.Batsukh and
President and CEO Craig Kinnell.
Energy Minister
M.Sonompil noted, “Successful implementation of the Agreement of Cooperation in
Energy Sector will add significant domestic power capacity, strengthening
Mongolia’s energy supply network. It will also encourage investment and jobs -
both during construction and in operation”.
Chief Executive of Copper at Rio Tinto Ltd
Jean-Sebastien Jacques added, “The Agreement of operation in Energy Sector is a
positive development for Oyu Tolgoi. It demonstrates how the Government and we
can work together to achieve shared objectives-in this case, developing a
long-term, economically competitive, and reliable power supply in the southern
region.”
The agreement
provides a framework for a broad range of power-related issues. The centerpiece
of the Agreement is an international tender process to identify and select an
independent power provider to privately fund, construct, own, and operate a
power plant to supply electricity, with Oyu Tolgoi as the primary consumer.

Protocol
to Arrange All Bilateral Treaties Established between Mongolia and China since
1949 to Be Signed during President Xi Jinping State Visit

(infomongolia.com) The regular Cabinet meeting of the Government was held on
August 14, 2014, and during the meeting it was resolved to issue a Prime
Minister's Decree authorizing an official to sign a Protocol between the
Governments of Mongolia and the People’s Republic of China.
The Protocol is
about all bilateral treaties’ effectiveness established between Mongolia and
the People’s Republic of China from 1949 to 2012.
Officials deem
by clarifying bilateral treaties’ effectiveness it would contribute greatly to
continuous strategic partnership and sustainable development between the two countries
by the means of legal partnership. The two countries’ authorities have been
discussing to arrange all documents from 2006 and since then a list of all
treaties, agreements and contracts established have been exchanged and
reconciled that being stored in both territories’ archives reflecting proposals
received from affiliated Ministries and other organs.
The Protocol is
expected to be signed during the high-level visit from the People’s Republic of
China headed by the President Xi Jinping.

Chief
of National Police of Mongolia Replaced
August 15
(infomongolia.com) At the Cabinet meeting held on August 14, 2014, it was
resolved to dismiss the Chief of National Police Bayanmunkh BILEGT from his
job.
B.Bilegt has
been serving since September 03, 2012 and the reason to release from post is
confidential.
Thereafter,
Police Colonel S.Baatarjav is appointed as the Acting Chief of National Police,
who serves as Senior Deputy Chief of the National Police since July 2013 and
before he held posts of Head of Selenge Aimag Police, Darkhan-Uul Aimag Police
and Capital City Police, and Chief of National Investigation Agency of Mongolia
respectively.
Cabinet
Gives Push to Projects and Programmes

Ulaanbaatar,
August 15 (MONTSAME) The cabinet meeting Thursday obliged N.Batbayar, the
Minister of Economic Development, to intensify an organization of tenders and
an establishment of concession contracts.
All this is to
be accorded with a list of projects and programmes to be realized through
concession contracts.
There are 51
such contracts approved by the governmental resolution on approving the list of
concessionary state-owned objects. Deals have been established for six of them
so far.
The cabinet
decided to run talks with those legal subjects who participated in the tenders
in order to directly establish concession contracts with them.

Meeting in Brief

Ulaanbaatar,
August 15 (MONTSAME) The cabinet meeting on Thursday considered as necessity to
have the National Security Council (NSC) discuss a draft recommendation on
measures for reducing air pollution.
This
recommendation has one clause on upgrading by parliament a legal environment
and eight on a redevelopment of urban areas, ovens, fuels and vehicles for ger
(national dwelling) districts.
- Mr B.Bilegt
was dismissed from the post of the head of the General Police Department (GPD).
He has been temporarily replaced by S.Baatarjav, a current first deputy head of
the GPD.
Deputy
PM Meets with Vice Chancellor of Germany

Ulaanbaatar,
August 15 (MONTSAME) In the Federal Republic of Germany (FRG) with a working
visit, the Deputy Premier and head of the Mongolia-Germany intergovernmental
commission's Mongolian side Mr Terbishdagva has met with Mr Sigmar Gabriel, the
Vice Chancellor and Minister for Economic Affairs and Energy of Germany.
Mr Terbishdagva
said he is satisfied with this meeting which coincides with the 40th
anniversary of the Mongolia-Germany diplomatic relations, and underlined that
Mongolia attaches a great importance to its relations and cooperation with
Germany, "our main partner in Europe".
The sides
agreed to organize a 3rd meeting of the intergovernmental working group which
is responsible for ensuring and monitoring an implementation of the
cooperation agreement in minerals, industry and technology spheres.
Mr Gabriel
emphasized he is happy that Mongolia attaches such importance to the diplomatic
relations’ jubilee and shared views with the Deputy PM on infrastructure,
mining, renewable energy, environment protection and standards spheres.
After this, Mr
Terbishdagva held officials meetings with Dr Richard Lutz, a chairman of the
Financial Council of the Deutsche Bahn AG; Dr Rainer Lindner, an executive
director of the Committee on Eastern European Economic Relations; and Dr Martin
Junker, CEO of RAG Mining Solutions LLC.
The Deputy
Premier’s visit will last until Friday.
