‘Project to Develop Soums’ in irregular government meeting
An irregular meeting of the government was convened on Monday to discuss the “Project to Develop Soums,” which was developed by the Ministry of Economic Development, informed the Press, Media, and Public Communications Department of the Parliament.
A total of 28 working groups, composed of 222 officials from the relevant ministries, appointed by the Ministers of Economic Development, Agriculture and Industry, Labor, as well as Construction and Urban Development, worked for one month in 21 provinces, 330 soums, 38 localities, and border points. As a result of their appointment to the countryside, the working group was able to set up the database to frame the policy planning of the “Project to Develop Soums.” They introduced their analyses and conclusions from the collected information and materials during the meeting.
The working group has received the requests of some 10 thousand rural citizens regarding the development of soums and prioritized them according to their significance and importance. The group then studied the terms and policies to implement the “Project to Develop Soums.”
Moreover, they got introduced to the engineering structure of some 10 thousand buildings, such as the electricity, heating, water supply, source of sewerage, and pipeline network in order to make a rough estimation of the cost of expenses for a building to be renovated, maintained, or constructed.
The “Project to Develop Soums” is part of a bigger program by the government. The working group has integrated baseline information from 46 thousand small and medium enterprises (SMEs) which operate countrywide. The group got introduced with the operation of 10 thousand of them and determined the issues of these enterprises that need to be tackled. They have made the conclusion, based on their survey, that there is a demand to build 16 thousand more SMEs in the rural areas.
The meeting participants then discussed the first phase outcome of the “Project to Develop Soums” and have reached a decision to develop the project by affiliating it with the 2014-2016 State Investment Program. They agreed to submit the draft program to the Parliament.
