Former ambassador under investigation for espionage
Local reports say that the General Intelligence Agency is investigating former ambassador from Mongolia to Kuwait, K.Sairaan, on the grounds of high treason in accordance with Article 79 of the Criminal law of Mongolia.
Reports about possible evidence linking the former ambassador extraordinary and plenipotentiary K.Sairaan to espionage sparked controversy last year, but the former ambassador denied the reports, claiming they were a false scandal.
In 2012 a Russian website posted the headline “Profiles of Secret Agents of Barlou secret service in Kazakhstan”.
The publication revealed secret agents` names, surnames, nationalities and positions. These profiles of secret agents were made and subscribed by the Deputy Chief of Barlou secret service of Kazakhstan"s National Security Committee (KNB), E.Tastanbekov.
One of the four Kazakh secret agents settled in Kuwait, according to the release, seemed to be Mongolian ambassador K.Sairaan because of matching name, birth place and position.
In the secret profile the Mongolian ambassador was described as follows: “secret name Altai, give name Kadir Sairaan, birth year 1955, Mongolian national, Ambassador from Mongolia to Kuwait, used as PR, highly communicated in the country.”
There were even unconfirmed reports that former ambassador K.Sairaan developed a plan to separate Kazakh nationals, who predominate in western Mongolia, in order to be given citizenship of Kazakhstan and persuaded his plan written in Arabic to be approved as an agreement. K.Sairaan`s daughter is currently being jailed abroad for drug related crimes. Even though his daughter was arrested in Kazakhstan when carrying drugs, Sairaan joined Kazakhstan`s National Security Committee (KNB).
After the report was released Ambassador K.Sairaan was ordered to come back from Kuwait but so far he has failed to come back.
Media once said that K.Sairaan was one the most renowned Kazakhs in the modern world.
During the 2008 Parliamentary election K.Sairaan argued with a party member and was estranged from the Democratic party. After this he worked as advisor to the former Prime Minister S.Bayar. There is much speculation that former Prime Minister S.Bayar appointed him as an ambassador to Kuwait in return for separating from DP.
K.Sairaan played a big role in introducing Mongolia to the Arab world. But it is still a mystery why he hesitates to come back to Mongolia even after he was replaced and a new acting ambassador has been appointed.
