MPs give opinions on holding two elections at same time

The recently-passed election law says parliamentary and local settlement elections must be held on the same day. But the MPP has proposed amending the law to hold the elections separately. Our correspondent asked some MPs for their positions on the issue.

Ya.Batsuuri: Many people support simultaneous elections

He said there is much work, expense, and time involved in running three separate elections every four years.

If we cannot run all three at same time, he said, at least the two could be run simultaneously. It would save much money, time, and work, he said. That is why it is right to simultaneously run parliamentary and local settlement elections. He expressed his hope that there will be no negative consequences from holding the elections at the same time, and added that local settlement residents also support running the two elections at the same time.

R.Bud: It is not possible to run two elections at same time

R.Bud said the previous Parliament amended the election law to hold parliamentary and local settlement elections at the same time. Some MPs have said simultaneous elections save money. It is true, but Mongolia chose a parliamentary government 20 years ago. That is why the two elections should be run separately.

Educated people in local settlements organize the parliamentary election in local settlements, and they might be candidates in the local settlement election. It is not possible to run the two elections at same time.

G.Bayarsaikhan: The two elections should be held at same time

He stated that the two elections should be run at the same time because separate elections require much more time and money. Parliament decided to run the two elections at the same time in 2008. He believes that all elections should be held at the same time. He suggested not wasting time and energy on separate elections. Besides, it would save the state much money.

J.Sukhbaatar: There will be risks if the two elections are held at once

He said there is little possibility of holding the two elections at the same time. A total of 7,721 people are to be elected in local settlements and there will be at least 15,000 candidates. Adding about 16,000 MP candidates, and there will be many risks in holding the two elections at the same time. Many defeated candidates will complain about the elections being held at the same time. He suggested it is better to run the two elections separately.

J.Enkhbayar: Elections are about more than money

He said that, if the two elections are run at same time, politicization and dissension will occur. He said elections are about more than money. The parliamentary election always has problems, but now local settlement elections will also have problems. He added that the law on local settlement elections should be carefully studied, especially provisions relating to managing officials in administration units, khoroos, and soums. Candidates who have many relatives could be elected. That is why the law should be carefully studied.
