Individual Consultant on Budgeting for Health Care Facilities

UNICEF Mongolia is seeking a national individual consultant to support the development of a budget planning methodology for the health sector, in close consultation with both the Ministry of Finance and Ministry of Health.

According to the Mongolian Budget law, the budgeting process of state organizations including the planning and approval of the budget is based on line items. The budget planning of the State health care organizations in Mongolia is based on historical or previous year expenditure and the approved amount of the budget by upper hierarchy is the same as the previous year’s budget. Although there are many policy and strategic documents produced and recommended by various international organizations and national researchers on the importance of introduction of evidence based budget planning and output based budgeting, there is still a need for a consolidated methodology for budget planning to address the challenges of the health sector. In order to ensure the expenditure is appropriately allocated, this methodology should be introduced in consultation with both the Ministry of Finance and Ministry of Health.
Objective and purpose of the contract:
  • Development of consolidated budgeting methodology for health care services providers
  • Review and assessment of current research reports, policy documents made on improving budgeting process in Mongolia
  • Review of International experiences and good practices on budget planning methodologies in order to identify an appropriate model which can be applicable to the Mongolian context
  • Development of budget planning methodology for the primary health care providers and its linkages with sectoral policy/plan/priorities
  • Development of budget planning methodology for the secondary and tertiary level health care providers
  • Widely discuss the proposed budgeting methodology through a joint working group composed of members from the MOH and Ministry of Finance, as well as other policy makers in order to obtain official approval
Qualifications and Experience
  • Post-graduate/Master-level degree in health economics, preferably in public health with 3 or more years of experience
  • A good understanding of the health system, PHC, health care financing, planning and budget cycle, and MCH service delivery in Mongolia;
  • Prior experience of working in health economics, health care financing, health care planning and budgeting, and provider payment methods used in Mongolia
  • Experience of research, analysis and communication and advocacy for decision makers to communicate research findings to translate it into action, familiarity with UNICEF and WHO approaches for public health and MCH issues. Good command of both Mongolian and English, oral and written.
