PUBLIC SERVICE COUNCIL OF MONGOLIA TO COOPERATE WITH CANADA

Ulaanbaatar, Mongolia /MONTSAME/ D.Odbayar, the head of the Parliamentary standing committee on justice has held a meeting with Canadian lawyers and specialists led by Mrs. Maria Barrados, the President of Public Service Commission of Canada to talk about the development of cooperation between public service institutes of the two countries. Maria Barrados noted that the Mongolian side had been delivered certain recommendations on criteria set towards general managers of the public service council and on the improvements of legal environment.

D.Odbayar said "The state service council of Mongolia has failed to utilize properly the “Merit” system of criteria management since the transition period so far. “Merit” system is a principle supervising public servants' potential and abilities. It tends to take 5-10 more years to realize the system in its full sense in Mongolia." He criticized that in order to get promotion in their carrier some public servants prefer resorting influences of associates, political parties and politicians to mobilize their abilities and competence. Therefore, we need Canadian Public service commission's assistance in enhancing responsibilities of the public servants, he added. Thanks to the economic growth possibilities emerge to increase the number of vacancies which demands to enlarge the public service council. In addition, D.Odbayar expressed a pleasure to cooperate with Canada in the development of the public service council in Mongolia.
