CABINET MEETING IN BRIEF
Ulaanbaatar, Mongolia /MONTSAME/ The cabinet meeting on Wednesday backed in principle a draft amendment to the law on the State Great Khural initiated by the President Ts.Elbegdorj.
- The cabinet discussed a bill on granting allowance to children and draft amendments to the laws on social welfare and on the budget. It did not back the bill and the draft amendment, but supported the amendment to the law on budget.
- The cabinet considered as necessity to tackle draft amendments to the laws, initiated by the President, on income tax for individuals, the value-added tax and enterprisers together with a draft amendment to the package law, initiated by the government on tax, at a parliamentary session.
- The cabinet did not back a draft law on allowing people to own lands on farming areas without charge, initiated by E.Bat-Uul, B.Batbayar, L.Bold and Kh.Temuujin MPs.
- G.Batkhuu MP's bill about state servant's leaving a political party instead of rejecting the membership for a while did not receive the cabinet's approval.
- D.Terbishdagva MP's draft law on safety of food products was backed in principle. Some proposals will be conveyed to the initiator. In addition, the cabinet discussed a draft amendment to the law on land farming, and decided to convey some proposals to its initiators E.Bat-Uul and S.Bayartsogt.
- The cabinet backed in principle a draft resolution of parliament on making the Mongolian State University (MSU) the University of Research; a draft credit agreement to be established between the government of Mongolia and Japan Bank for International Cooperation (JBIC). The last matter will be consulted with related Standing committee.
- In the first quarter of 2012, the cabinet took under control 5,642 clauses reflected in parliamentary and governmental resolutions, the President's orders, recommendations of the National Security Council (NSC), orders of the PM, and trade notes of the cabinet. As the results, 73.7 per cent of them have been realized.
- The cabinet decided to introduce to parliament an implementation course of the “New Great Construction” middle-term targeted program. The cabinet got acquainted with implementation of the program on developing industries and its further measures.
- The cabinet discussed a draft law on annulling the law which ratified an agreement established between Mongolia's government and the United Arab Emirates, the Netherlands, Luxembourg and Kuwait on not imposing the double tax on income and capitals and prevention of avoiding the tax payment. The draft law will be discussed by parliament.
