President’s suggestions to MPs on budget provisions
President Ts. Elbegdorj has sent a list of suggestion for MPs to consider when Parliament discusses the draft budget for next year. It includes the following.
1. -To approve the reforms proposed in the draft, aiming to give more financial power to local governments;
2. -To approve MNT5 billion for reform of state organizations, and to approve some spending on special organizations and public organizations;
3. -To approve implementation of a program for judicial reform already approved by the National Security Council and to allot at least 1.5 percent of the total budget to the judicial sector;
4. -To approve resources for university and institute students’ stipend beginning from 2011;
5. -To approve money allowing each citizen a thorough medical examination once a year;
6. -To approve money to provide an apartment to all doctors and teachers;
7. -To approve money to build new or repair old clinics, schools and kindergartens and to give construction rights to local authorities,
8. -To approve money to provide improved health services, particularly for mothers and children;
9. -To approve money for constructions of national importance, such as cultural monuments, national parks, theaters, libraries, sports palaces, etc.;
10-To approve spending at least MNT10 million on preparation of post-graduate professionals in special fields of national impoprtance;
11-To allot funds for appropriate celebration of the 2220th anniversary of the first Hunnu state;
12-To allot MNT8 billion to protect special places and Ulaanbaatar from an air strike;
13-To allot MNT 4.4 billion to provide border soldiers with more horses; and
14-To allot MNT10 billion to keep Ulaanbaatar free from garbage.
