International
Conference to Invest in Five Western Aimags of Mongolia to Gather in Khovd
Aimag
October 13
(infomongolia.com) Under the auspices of the Prime Minister, International
Conference on Investment in Western Region of Mongolia will take place in Khovd
Aimag on October 22-24, 2014.
The Conference
will focus on investment environment, projects and programs introductions in
five western Aimags of Mongolia, and in the scope of general plan, it aims to
introduce development strategy until 2025, to promote investment projects and
programs to carry out, as well as to increase the participation of
representatives from investors, policy & decision-makers and civil society
representatives in the development activities of mining, infrastructure,
industry, agriculture, construction and urban development sectors.
During the
Conference, the following investment projects will be introduced to implement
in Khovd Aimag in the near future:
1.
Infrastructure Projects (auto road, transportation, heating, energy,
construction and building materials production),
2. Mineral Projects
(project implementation at Khushuut mine, mineral and geological exploration
for oil and natural gas, tungsten, fluorspar, gold, rare and non-ferrous
metals, water, mineral water and other common minerals for building materials),
3. Agricultural
and Manufacturing Projects (leather, wool, cashmere, meat processing projects,
crop and vegetable production projects),
4 Tourism,
Services and Social Sector Projects (tourism industry projects, public sector
projects, and trade and service sector projects).
Also,
entrepreneurs’ workshop and "Khovd Partnership 2014" trade fair will
be organized during the event. Moreover, the International Conference will
bring not only national domestic companies, investment banks and funds, but
also entities from China and Russia bordering with western Aimags and
businesses and individuals from South Korea, Germany and Japan are claimed to
participate, say officials.
Bill
on wealth fund or heritage for future submitted to parliament

October 13 (MONTSAME) An advisor to the President on civil participation and
economic policy L.Dashdorj Monday submitted to the Speaker Z.Enkhbold a draft
law initiated by the President on “Wealth fund or heritage for future” and
related to it bills.
In case the
bill on wealth fund is adopted, a current management system of the macro
economy of Mongolia will be changed, therefore a new system will be formed in
the economic management, Mongolia will have its own money accumulation
from mineral wealth, devoted to next generations, and stable conditions will be
created for Mongolia’s economy, said Dashdorj.
He went on that
a specific part of the revenue from mineral industry will be accumulated to
form a financial heritage for the future. Moreover, a system will appear to run
a correct management for this fund. In accordance with international
experiences, the wealth fund will work as an independent corporation.
A system of the
Fund for Future is a next phase of the current Human Development Fund (HDF),
Dashdorj said. The mining revenue to the HDF will start transmitting to the
wealth fund from January 1 of 2018.
Mining
Minister submits bill to parliament

October 13 (MONTSAME) The Minister of Mining D.Gankhuyag MP Monday submitted to
parliament a draft law on transparency of the mineral sector.
Geographically,
Mongolia is located in a mineral wealthy zone, and the state used to manage all
authorities related to the mineral resources and exploitation before the year
1990, "since then, the private sector has been enjoying the right to explore
and exploit minerals thanks to the transmission to the market economy system,
and, due to increase in a number of such enterprises, the state budget is
accumulating its specific part from the mineral industry," he said. His
draft reflects clauses on a goal of the mineral sector’s transparency, its
frame; principles; a structure, authority and management of the body to ensure
transparency of mineral sector and their roles. Moreover, it regulates the
relations in reports on transparency, the legal subject in charge of issuing
the reports, its rights and duties and the responsibilities to be imposed upon
the law breaches, he explained.
Minister
submits bill on joining ICS

October 13 (MONTSAME) Cabinet member and the Minister of Road and
Transportation A.Gansukh presented October 10 a bill on joining International
Convention on Salvage (1998) and International Labour Organization Convention
(2006) to the Speaker Z.Enkhbold.
The
International Convention on Salvage, adopted in London by the International
Maritime Organization, is the first official document to regulate the
assignment of rights to captains and owners of ships to sign agreements on
operations for salvage of ships, carriages and other assets. The convention
aims at eliminating the barriers on establishing agreements on above matters
included in domestic regulations, thus, at promoting the punctual rescue
operations, and developing the universal rules for improving rescuers’
conditions.
The Maritime
Labour Convention (MLC) is an International Labour Organization
convention, established on its meeting between 7 and 23 of February of 2006 as
the fourth pillar of international maritime law and embodies
"all up-to-date standards of existing international maritime labour
Conventions and Recommendations, as well as the fundamental principles to be
found in other international labour Conventions".
Stock
market in statistics

October 13 (MONTSAME) In the first nine months of this year, 40.9 million
shares were traded valued at MNT 137.9 billion in the stock market.
The securities
trading increased by MNT 16.6 billion or 13.7 percent, whereas the size of
shares decreased by MNT 2.1 million or 4.9 percent against the same period of
2013.
GGB
in statistical mirror

October 13 (MONTSAME) In the first nine months of this year, total equilibrated
revenue and grants of the General Government Budget (GGB) amounted MNT 4,311.7
billion, total expenditure and net lending of the budget reached MNT 4,504.2
billion, representing a deficit of 192.5 billion in the equilibrated balance of
the GGB.
Tax revenue
increased by MNT 190.5 billion or 5.5 percent against the previous year due to
increases of MNT 105.9 billion or 22.9% in other taxes, MNT 86.0 billion or
14.2% in social security contributions and MNT 19.1 billion or 1.4% in taxes on
goods and services. The income taxes declined by MNT 30.0 billion or 4.1% in
which of MNT 50.6 billion or 11.9% were in revenue from corporate income tax.
Total
expenditure and net lending of the GGB reached MNT 4,504.2 billion, increasing
MNT 436.5 billion or 10.7% against the previous year due to increases of MNT
181.2 billion or 11.1% in expenditure on goods and service, of MNT 1,77.7
billion or 12.8% in subsidies and transfers expenditure, MNT 121.5 billion or
87.5% in interest payments, MNT 51.4 billion or 6.4% in capital expenditure,
but there was a decrease of MNT 95.3 billion in net lending.
Unemployment
decreases

October 13 (MONTSAME) According to the National Statistics Office, a number of
the unemployed stood at 33.9 thousand by late September of 2014, showing a
decrease of 3.7 thous.people or 9.9 percent against the same period of 2013.
- In the first
9 months of 2014, the revenue of the Social Insurance Fund amounted to MNT
1,017.1 billion, reflecting an increase of 104.0 billion or of 11.4 percent.
The expenditure of the fund reached MNT 952.8 billion, increasing 167.7 billion
or 21.4 percent against the previous year.
- Some 104.5
billion Togrog were granted to 197.0 thous.people for pensions and welfare
benefits from the Social Welfare Fund by the end of this September. Compared to
the same period of 2013, a number of people receiving long-term pensions and
welfare allowances went up by 13.2 thousand or 7.2 percent, and an amount of
the pensions and allowances increased MNT 5.0 billion or by 5.1 percent.
- By the first
nine months of this year, 177.8 billion Togrog were given from the Human
Development Fund to 983.6 thousand children below 18 as a cash benefit.
External
turnover reaches over USD 8,000 million

October 13 (MONTSAME) In the first nine months of this year, Mongolia traded
with 129 countries, and the total external trade turnover reached USD 8,068.1
million, of which 4,021.8 million was made up by exports and USD 4,046.2
million by imports.
Total external
trade turnover increased USD 144.8 million or 1.8% of the total where the
exports went up by USD 924.0 million or 29.8%, whereas the imports--down by USD
779.2 million or 16.1% against the previous year.
External trade
balance showed a deficit of USD 1.7 billion in the first nine months of 2014,
showing a deficit of USD 24.4 million during nine months of 2014 and of USD
1,703.2 million against the previous year.
Nat’l
consumer price index increases

October 13 (MONTSAME) The national consumer price index rose by 0.7 percent in
September of 2014 from the previous month, by 8.5 percent against the beginning
of the year. It also increased by 13.0 percent over the same period of the
previous year. An increase of 0.7% was mainly due to increases of 4.2% in
housing, water, electricity and fuels, and 1.2% in clothing, footwear and
cloth.

October 13 (MONTSAME) At the Stock Exchange trades on Monday, a total of 101
thousand and 612 shares of 17 JSCs were traded costing MNT 41 million 770
thousand and 428.00.
"Genco
tour bureau” /34 thousand and 619 units/, “Khokh gan” /26 thousand and 233
units/, “Hai Bi Oil” /25 thousand and 007 units/, “Olloo” /10 thousand and 062
units/ and "APU” /4,494 units/ were the most actively traded in terms of
trading volume, in terms of trading value were "APU” (MNT 16 million 629
thousand and 230), "Hai Bi Oil” (MNT nine million 779 thousand and 870),
“Khokh gan” (MNT two million 999 thousand and 226), "Genco tour bureau”
(MNT two million 838 thousand and 619) and "Gobi” (MNT one million 618
thousand and 500).
The total
market capitalization was set at MNT one trillion 571 billion 583 million 418
thousand and 173. The Index of Top-20 JSCs was 15,653.52, decreasing 54.71
units or 0.35% against the previous day.
UNICEF
project appeals for accessible education for children in Mongolia

October 13 (MONTSAME) “Flying High for Kids” air balloon tour, under the
auspices of UNICEF, has reached Mongolia. On the occasion of this event, UNICEF
Mongolia is appealing for equal access for the disabled children to education,
under the theme “Let’s study and develop together”.
“Flying high
for Kids” project has been initiated by Andrew Parker, hot air balloon pilot
from New Zealand, whose idea was supported by the UN Children’s Fund. The
purpose of the project is to travel through over 100 countries to raise one
million US dollars, as well as to advertise the activities of the UNICEF for
improving children’s education. In frames of this, Mr Parker intends to meet
with 80 thousand children from 200 schools.
The
implementation of the above purposes in Mongolia is being supported by the
UNICEF Mongolia and co-organized by the Ministry of Education and Science, the
National Center for Children, the National Center for Re-Creation and
Development, Parents Union for Disabled Children, “Common Development” NGO,
“Down’s Syndrome Association of Mongolia” NGO, and the UN Youth Assembly, along
with schools No. 29, 70 and “Shine Erin” school.
About
children’s forum in Khentii

October 13 (MONTSAME) A second national children's forum themed “My family” ran
last week in Khentii province. It was organized by a “Bor-Ondor-1” and
“Bor-Ondor-2” programs, implemented by World vision together with the Departmend
of Social Development of the aimag.
The forum
brought together more than 50 secondary school teachers and 72 pupils. Opening
remarks were made by J.Oyunbaatar, the governor of Khentii province, and by a
head of the Departmend of Social Development Sh.Javkhlan. They said the aimag
authority gave kindergarten and secondary schools over thousand chess sets.
Other reports were given on topics “My family values” and “Helping disabled
children a place in society".
After that, the
World vision ran a discussion on protection and development of children.
Birth
rate in statistics

October 13 (MONTSAME) In the first nine months of 2014, 61,310 mothers
delivered children, the number of live births reached 61,674.
The number of
the mothers increased by 1,625 or by 2.7 percent and that of children went up
by 1,684 or by 2.8 percent against the same period of 20013.
Infant
mortality reached 912, increasing 59 children or 6.9 percent, a mortality of
those under five reached 1,111, going up by 54 or 5.1 percent against the same
period of the previous year.
City
championship for chess to run

Ulaanbaatar,
October 13 (MONTSAME) Ulaanbaatar chess championship among amateurs will run in
several stages under auspices of the Citizens’ Representative Khural of the
capital city.
Co-organized by
the City Council and the City’s Federation of Chess, the tournament’s first
stage will run until November 10 in men and women divisions. The final stage
will take place this December among top nine men and nine women players.
The competition
is open for those who do not have any chess titles or a rating above 2,000
points by Mongolia’s Chess Federation. Winners will be qualified to
compete in the national chess championship for amateur players.
Mongolian
becomes champion of Astana Grand Prix

October 13 (MONTSAME) International master of sports G.Otgontsetseg won on
October 11 a gold medal in women 48kg category of Judo Grand Prix.
The events are
running in Astana of Kazakhstan. Before defeating a Brazilian Natalia Powell in
the final bout with Yuko score she had beaten judokas from China, Brazil and
Italy.
Another final
match ran in men 60kg category between our D.Amartuvshin and host country
wrestler Yuldos Smetov. The latter won the bout, leaving his Mongolian rival
with silver medal.
Our G.Kherlen,
who competed in the same category, defeated Kazakhstan’s G.Yessimbetov, and was
lost in the bout with Russian Kulikov. However, he managed a win in
repechage round with B.Inoyatov from Uzbekistan. Afterwards, he has satisfied a
bronze medal, having defeated H.Ishikava from Japan, with Yuko.
Breast
cancer awareness day

(news.mn) October 13th marks breast cancer awareness day. Some suggest a great
way to honor women with breast cancer is to opt out of wearing a bra.
About 5% to 10%
of all cancers throughout the world are related to breast cancer.
Early detection
is vital in the successful treatment of breast cancer. This can reduce the
risks and help increase the odds if the cancer is present. If it’s detected
earlier then it is more likely to be at a more treatable stage.
The warning
signs of breast cancer are changes in the look or feel of the breast, a change
in the look or feel of the nipple and/or nipple discharge.
An early
symptom of breast cancer is often finding a lump, hard knot thickening inside
of the breast. If this develops, you should go see a doctor.
Breast pain is
rare but if you experience breast pain, it is not an early sign of breast
cancer. In most cases, this is not a symptom or sign of cancer.
With the help
of mammography screenings, most breast cancers are found at an early stage. Not
all breast cancers are found through mammography, therefore, if you experience
anything unusual, please consult a doctor.
‘Die
Fledermaus’ to be premiered at the State Academic Drama Theatre
October 13
(news.mn) The Musical Drama Theater of Dornod Province presents “Die
Fledermaus” (The Bat) an opera composed by Johann Strauss II in September for
local audiences.
The local
theatre artists will premiere the famous opera for the city at the State
Academic Drama Theatre on October 26th.
The art
director of The Musical Drama Theater of Dornod Province, G.Erdenebaatar, and
students from Music and Dance College will perform Die Fledermaus in
collaboration with conductor, G.Nyamdash, of Mongolian State Philharmonic and
artists of The Musical Drama Theater of Dornod Province.
The
Red Book of Mongolia is now available online
October 13
(news.mn) Mongolia’s Ministry of Environment and Green Development has launched
redbook.mn webpage and an e-version of The Red book of Mongolia. The book
focuses on taking measures to save and protect endangered species as well as
recover their habitat and extend protected areas.
Redbook.mn
provides data related to endangered species and herbs found in the book. The
webpage has launched and the book is available through the iBooks application
on iPhone, iPad, Kindle and other electronic devices. It is also accessible on
PC.
This issue is
in alliance with the national campaign “Green Development Concept” organized
through the Ministry’s Medium Term Program established by the Government of
Mongolia 2012-2016.
Mongolian
Nationals Now Provided with E-Pass Services at Chinggis Khaan International
Airport

(infomongolia.com) Within the non-refundable aid provided by Korea
International Cooperation Agency (KOICA), Mongolian Immigration Office
(Citizenship and Migration General Authority of Mongolia) has introduced the
e-pass or electronic checkpoint machines under the "E-Immigration"
Project being implemented since January 2013.
On October 10,
2014, the launching ceremony for new e-pass service was held at the Chinggis
Khaan International Airport, where Deputy Justice Minister Ts.Uugangerel, Director-General
of Mongolia Immigration B.Purevdorj, representatives of KOICA and Sysone,
executive company, and other officials have attended.
Currently, two
e-pass machines each for IN and OUT were installed at Buyant-Ukhaa border port
and in the scope of introducing these machines, Mongolian nationals entering
and leaving the territory are provided with prompt services that will take
about 14-18 seconds to cross border just reading their biometric data and
should pre-register their fingerprints, photo, passport or ID information
coming in personnel at the airport.
Former
"Justice" Coalition Member D.Battsogt Joins Democratic Party

(infomongolia.com) In April 2014, the incumbent Chairman of the Social Policy,
Education, Culture and Science's Standing Committee at the Parliament, MP
Dogsom BATTSOGT announced to leave his "Justice" Coalition (MPRP -
MNDP), which was agreed at the Parliament discussion held a month later.
So on October
10, 2014, the Parliamentarian D.Battsogt joined the ruling Democratic Party
(DP) and the DP membership card was handed to MP D.Battsogt by Head of the
Capital City Citizens’ Representative Khural (City Council) D.Battulga at the Sukhbaatar
District DP Office.
In his comment,
Parliamentarian D.Battsogt said, “It is true that I joined the Democratic Party
and I will officially explain the reason later.”
The reason to
leave the "Justice" Coalition was some compromises with leadership as
said MP D.Battsogt and becoming the DP member is considered as joining the “Shonkhor”
faction of the Democratic Party ruled by Speaker Z.Enkhbold.
Parliamentarian
D.Battsogt was elected from Khovd Aimag promoted by "Justice"
Coalition (MPRP - MNDP) for the 2012 Parliament Elections.
As soon as the
Parliament ratifies at its session, the ratio of political parties at the
Parliament (a total of 76 members) will be as follows:
