PRESIDENT SENDS OPINIONS TO PARLIAMENT

Ulaanbaatar, Mongolia /MONTSAME/ The President of Mongolia Ts.Elbegdorj sent an official letter to parliament on November 15, expressing his positions and proposals on the bill on Parliamentary elections. \


Firstly, it is necessary to guarantee that the mandate and full rights of the MP, elected through fair and democratic elections, are legal, indisputable and fully accepted. It will be guarantee parliament itself, he writes.

All the issues must undergo a thorough consideration taking in a view that a mixed elections system is to be drilled for the first time.

A control of state institutions, including the General Election Committee, must be legalized on nominating and rating a candidature for the elections, besides, all duties of all those who runs the elections must be determined and the election process must go without any breaches, the President writes.

Regulations on ensuring citizens' right to elect must be reflected thorouhgly in the article 23 of the bill taking into consideration the Mongolians abroad and domestic migration. Those civil servant nominated for the elections must be freed from the state service not more that three months prior to the elections, nowadays period is too long, he says. In regard to the election campaign law he writes that a candidature's advertisement program, allowed to broadcast by private radios and televisions for a limited time--not more than one hour, causes a principle of the law on allowing the nominees have equal opportunity to be aired. Therefore, the above time must be prolonged, he thinks.

Then the President proposes to make a candidature bear all reponsibility for his/her paid advertisements.
