President asks Government to cancel two protocols

President Ts.Elbegdorj sent an official note to Speaker D.Demberel on Tuesday asking the Government to cancel its 229th and 243rd protocols, saying they violate the law.

Under the 229th protocol, the Government merged the Police Academy, Border Point Institute, and National Intelligence Academy into a single University of Internal Affairs under the Ministry of Justice and Internal Affairs on July 6, 2011. The president says the protocol violates the law because as the Commander General of Armed Forces he must be consulted before such changes are made.

In the note, the president says military, police, and intelligence organizations have three different roles. Therefore, the note says, the unification does not meet national security goals, violates the Constitution, and is not in the national interests.

The note also says the Minister for Justice and Internal Affairs, who should enforce legislation, has not cancelled the protocols. In fact, the Minister has even issued the 243rd protocol.

The note says that is why the president is exercising his authority under the constitution to urge the cancellation of the two protocols.
