Forum addresses election issues

Parliament’s Standing Committee on State Structure and the United Nations Development Program (UNDP) jointly organized a forum called “Conflict during Elections: International Experiences and Lessons” in the Government House on Tuesday.

Representatives of Mongolian political parties and other organizations attended the forum.

An official from the UNDP of Asia and the Pacific presented a paper entitled “Explaining Election Violations in Asia.” The paper addressed the motives behind election violence and ways to prevent it. According to the paper, conflict during elections often results from political disputes that precede the vote. For instance, violence at the polls in Thailand occurred due to organizational disputes before the election.

The official divided the election process into three phases: preparation, vote counting, and determining results. Preparation before the election is the best way to prevent fraud, the official noted.

Election organizations in Asia and the Pacific have the authority to decide disputes. But research indicates that such organizations require sufficient financing to operate independently, whatever their authority.

The discussion also concluded that political parties have a crucial role in preventing election fraud, if the parties have internal democracy and democratic principles.
