L.Erkhembayar: Export-oriented manufacturing and industry should be supported more
An open discussion to introduce a draft bill on supporting industrialization was held at the Civil Hall of the President on Monday. The open discussion was hosted by the advisor to the President of Mongolia, L.Erkhembayar.
Opening the discussion, L.Erkhembayar said, “Many resolutions of the Parliament and laws that support industrialization were issued and adopted in Mongolia. However, very few of them were implemented and produced outcomes. Many laws were adopted, such as the laws on industry and the Law on Technology, SMEs, Investment and Innovation. Also, many decisions were made, such as the governmental resolution on the ‘New Era of Industrialization’, the project to industrialize Mongolia and the law to support exports. However none of them have reached notable results so far. For instance, the recycling industry still occupies no more than five to six percent of Mongolia’s GDP. Thus, the President of Mongolia has decided to adopt a law which resolves the issues of how to improve industrialization.
“Some of the people working on the draft bill have suggested requests for state and government support and investment in cluster centers and cluster technology. There are also some people who believe that even with cluster centers, all businesses should be provided with equal rights, and the state shouldn’t support one and leave behind others.”
The draft bill aims to stop the export of raw materials as raw material, and instead export recycled products. The advisor to the President, L.Erkhembayar, also announced that the draft bill includes ideas to support export-oriented industry more, to grant loans to companies, investing in their operations, growing their number of employees and encouraging sustainable operations, as well as to create a fund to develop industry and manufacturing.
It also suggests that by granting funding for training workers in vested industries, the large and vested industries will be able to establish and create vocational training centers and train workers there. The working group also suggested building apartments and accommodations for industrial workers, providing them with conditions for a stable work environment, and designating a certain amount of the budget to developing the infrastructure of industries.
One of the essential drivers to supporting industry is the customs rate policy. However, the freelance council on tariff policy is composed of ministers and directors and convenes only once a year, there is no official department. The draft bill working group believes that special attention should be paid to customs policy.
Moreover, L.Erkhembayar emphasized that the working group believes that it is possible to increase the customs tax of domestically produced products to 20 percent. Currently, all customs taxes are at five percent. They initiated a request to form a tariff policy council with permanent operations.
The draft bill also aims to regulate the export of raw materials without taxes while the domestic trade of raw materials requires taxes.
The open discussion was attended by the representatives of the Ministry for Industry and Agriculture, as well as industrialists.
