MPP ratifies 2012 Parliamentary Election Action Plan

The Mongolian People’s Party (MPP) held a conference on May 1st at the Independent Palace to discuss the current political issues in Mongolia ahead of the impending elections. 

Members of the MPP have discussed and ratified their 2012 Parliamentary Election Action Plan, where many articles were included, such as “Continuing to implement the housing program of civil servants, to form a good governance”, “Increase the monthly salary of civil servants up to 1.3 million MNT in the upcoming 4 years”, “Give monetary grant to children, give monetary refund for newborn mothers accounting for 18 months relative to their working years”, and “Continue to allot monthly grants for university students”.

In its 2008-2012 Action Plan, the Government of Mongolia has targeted to increase salaries and pensions.

This year, in the first phase, salaries had increased by 80,000 MNT starting from February 1st, where it is being increased by 23% through the second phase. Salaries are increasing by 53%, making up the average salary at 630,000 MNT. 

The average salary of the civil servants was at 300,000 MNT, whereas the Government increased salaries by 20% in 2008 and by 30% in 2010, making up the average salary at 410,000 MNT in 2011. 

The 2012 Parliamentary Election Action Plan MPP intends to strengthen the governance to implement the policy to provide the public with proper information by creating one spot service at the all levels of state organizations. The party will also require state servants to be skillful and well-educated and will keep them separate from the political affairs. MPP will pay special attention to child development and will issue the budget that is required for treatment and therapy of 0 to 5 years old children from the Insurance Fund. It will bring the Cambridge Program to the secondary school education, will educate over 15 thousand professional workers in Mongolia annually and will train and specialize over 300 doctors in developed countries each year. 

At the party's conference, several officials gave reports such as S.Batbold PM and chairman of the MPP; U.Khurelsukh, the MPP Secretary-General; O.Enkhtuvshin, the MPP secretary and head of the MPP in parliament and Ya.Sodbaatar, the MPP secretary.

The party's chairman said the election program has opinions, views and proposals given by the party's members and supporters and the Mongolian citizens and is based on the developmental program for people.

S.Batbold added that their party has fulfilled all their promises. He went on that the economic growth of Mongolia reached last year 17.2 per cent and the Gross Domestic Product (GDP) per capita exceeded USD 4,000. It is expected to reach USD 5,000 by end of this year, he added.

The party chairman said: "the biggest results have been achieved in reducing an unemployment and poverty rates, for example, the latter stood at 40 per cent in 2008 but by the end of 2011 it dropped to 29 per cent". The program for the 2012 election also has aims to reduce poverty and unemployment, to equally deliver the social wealth to people, to run some works in frames of socio-economic, environmental and justice matters," he added.

“Our election program has four fundamental parts such as Human and Social policy, Human and Environment, Human and Economic Development, and Human and Just Governance, and it exists in terms of a concept of the human-centered left wing ideology,” S.Batbold said.

However, another event happened that came under the spotlight, which was the withdrawal of Ch.Ulaan, D.Terbishdagva, O.Chuluunbat and Ts.Davaasuren from the MPP group in Parliament. During the conference MPs O.Chuluunbat, D.Terbishdagva, Ch.Ulaan and Ts.Davaasuren officially announced they are quitting from MPP to join to MPRP headed by ex-president N.Enkhbayar. These members explained their reason for withdrawal from the MPP was that the MPP refused their request to dismiss the Minister for Justice and Home Affairs Ts.Nyamdorj from his position.
