DRAFT LAWS AND RESOLUTION SUBMITTED

Ulaanbaatar, Mongolia /MONTSAME/ A head of the parliamentary Standing committee on state structure J.Sukhbaatar MP submitted to the Speaker a draft amendment to the law on the government of Mongolia on Tuesday.

The MP says that amendments, made to the Constitution of Mongolia on February 14 of 2000, always arise serious criticism because they allow a cabinet member to serve as a member of the State Great Khural. The draft initiator wants to limit the right of being a MP while being served as a MP, without altering the constitution.

The draft amendment has two articles.

A parliamentarian A.Tleikhan submitted to the Speaker a draft parliamentary resolution on abolishing lack of kindergartens and schools and improving their capacity.

The MP has considered that although many works have been done by the government for constructing new buildings for school and kindergarten dormitories and sports halls, the quality of these buildings are still in poor qualities. It has been calculated that money of MNT 1,286.7 billion is required to construct 1,121 buildings of schools, kindergartens and dormitories. So, he hoped that the draft resolution would contribute improving the educational system.

The same day, a draft law was submitted to parliament on ratifying a Mongolia-Germany intergovernmental agreement on the financial cooperation.

This agreement reflects an issue on taking soft-loans for two projects in frames of the bilateral financial cooperation. The soft loans of up to EUR 8.5 million and of EUR 4.5 million will be exploited for the “Benefit of energy-2” project to be implemented in the #4 thermal power station, and the project on developing rural transport infrastructure with an aim to improve the food supply of Ulaanbaatar city, respectively.

The loans' interest is 0.75 per cent per year, and the repayment period is 40 years.
