THIS YEAR'S TARGET IS A FAMILY DEVELOPMENT

The year of 2012 is to be fully dedicated to the deeds of Supporting Family Development as a continuation of the Year of Supporting Employment announced last year.


This decision was made by the cabinet at its meeting on January 4.

“A core of the Mongolian state policy is the Mongolian citizen and family. We must support a family livelihood at all levels, it is our key responsibility,” said S.Batbold PM.

Low-income families will be provided not only with financial assistance, but also with permanent jobs, various allowances and employment, health and education sevices, he went on. Such a policy will be combined with other projects and programmes targeted at creating of financial and legal environments, and a state consultation between small- and middle-sized businessmen will run soon under his initiative, he added.

“Outcomes of family support programmes directly depend both on the government and the people, so their joint efforts and responsibility are crucial,” S.Batbold said. He will chair a national committee in charge of controlling over an implementation of activities of the Year of Supporting Family Development, he mentioned.

The Premier pointed out that families, unable to get access to benefits of the economic growth, will–if to be actively participating and initiative–receive package services of health, education, psychology, social welfare and employment so that to reduce a poverty rate and to improve the families’ livelihood. “They are reflected in the Millennium Development Goals and the governmental program anyway,” he added.

Related ministers, the UB city Mayor and governors of aimags have been obliged to finance the goals and measures of the programmes and to provide them with professional and methodological management.

Moreover, these actions will be reflected in the basic annual guidelines for socio-economic development and in reports of budgetary frameworks. Necessary capitals will be placed in annual budgets. In addition to this, the cabinet is discussing issues of altering related laws through parliament in order to make the social welfare system more effective, to encourage contributions to poverty reduction, to focus the social welfare on those urgently needing financial assistance. For example, allowances will approach a minimum level of living, and many criteria for pensions will be refined.

According to the PM, his cabinet wants to create a welfare allowance system for elders who have not achieved yet a right to receive pensions from the social insurance fund. S.Batbold said the cabinet will increase salaries in several phases, and will realize projects and programs to support employment of herdsmen, youths and the disabled.
