Government needs administrative overhaul

The DP has organized a series of lectures in the Government House since 2011, and on Tuesday DP Secretary General D.Erdenebat delivered one entitled “From Administrative Structure to Free Economies.”

He noted that Mongolia’s administrative structure was established in 1931 and it is hindering the country’s development.

“The Government has not implemented administrative reforms, and capital has been allocated to local settlements while countryside residents have migrated to the capital,” he said.

D.Erdenebat showed the results of research showing the difference in GDP among residents of the capital and the 21 aimags. For example, per capita GDP in Bayan-Ulgii aimag is USD 563 but residents have the highest rate of savings in any aimag. Per capita GDP in Orkhon aimag is USD 7,339 but residents have little savings. Bayan-Ulgii aimag has no developed production but citizens have their own commerce while Orkhon aimag exports its products from the Erdenet factory.

D.Erdenebat said six regions should be established in Mongolia based on economic indicators. According to his proposal, Bayan-Ulgii, Khovd, and Uvs aimags in the western region could develop the animal husbandry and mining sectors. Gobi-Altai, Zavkhan, and Bayankhongor aimags in the Altai region could develop animal husbandry and tourism. Tuv, Selenge, and Bulgan aimags in the central region could develop agriculture and livestock. Dornogobi and Dundgobi aimags in the Gobi region could develop the mining and industrial sectors.

D.Erdenebat underlined that his proposal was based on research and citizens’ suggestions from the DP’s Mongol Citizen – 2020 forums in all 21 aimags.
