PROPOSALS GIVEN TO PARLIAMENT AND CABINET ON URGENT WORKS

Ulaanbaatar, Mongolia /MONTSAME/ At a cabinet meeting held on Wednesday, the Minister of Social Welfare and Labor T.Gandi introduced proposals put by the National Committee, founded at the trilateral National and Social Agreement.


By the suggestions, both the government and parliament have been obliged to run some works such as stabilizing a rate of the Mongolian togrog (MNT) against foreign currencies and inspecting reasons lying undeneath the price boost in auto and diesel fuels, consumer goods and some kinds of services.

Then, obligations were given to D.Zorigt, the Minister of Mineral Resources and Energy; T.Badamjunai, the Minister of Food, Agriculture and Light Industry; and D.Khayankhyarvaa, the Minister of Finance, to study these proposals and to take related measures.

The committee wants the State Great Khural to make conclusion to the works of the Bank of Mongolia, which could not take needed measures for stabilizing the togrog's rate, and to impose on it a responsibility; to create a mechanism of Premier-Mongolbank discussing measures in case of foreign currencies fluctuation going above two per cent a week; to set up at the bank a fiscal policy council with representatives of the state, the Mongolian Trade Unions (MTU), organizations and employers and consumers; to have the bank reduce the U.S dollar rate to the previous level; to augment salaries from February 1, and to quickly pass a draft new wording of the law on foods and a draft law on trade.

The cabinet has been required to implement a requirement from the MTU about reducing the fuel prices from February 8 and to tackle a capital for reserving fuels with an aim to prevent a fuel supply shortage; to increase the meat reserves in the city and in settlements after a related research; to create a circulation fund for ensuring the meat reserving; to draw up some proposals on reducing of the income tax to zero in specified times in order to support small- and middle-sized business, and on reducing the population's income tax and interests of commercial banks.

A document with these proposals has been signed by T.Gandi, the Minister of Social Welfare and Labor; L.Nyamsambuu, the president of the Mongolian Unified Association of Employers; and S.Ganbaatar, the MTU president.
