MPP Demonstrates in Front of State Palace in Opposition of GEC Decision

Supporters and members of Mongolian People’s Party (MPP) demonstrated in front of the Government house holding signs and blocking the State’s service staff, journalists and cameramen from entering the Government house yesterday.

The General Election Commission (GEC) of Mongolia announced on Tuesday that the two candidates promoted from Mongolian People’s Party (MPP), N.Tumurkhuu and S.Chinzorig for 2012 Parliament Elections in the Uvurkhangai aimag had violated the Election Law and in their place two candidates were promoted from the Democratic Party (DP). G.Batkhuu and D.Zorigt had their memberships validated and were allowed to take an oath for Parliamentary sovereignty.

Accordingly the Head of MPP, Parliamentarian U.Enkhtuvshin and MPP representative in the Parliament N.Enkhbold met with the Speaker of the Parliament Z.Enkhbold on Wednesday, expressing their opposition to the decision, stating that the DP received major seats in the Parliament should not decide on such matter forcibly.

Since the morning of October 18th, MPP members and supporters protested by demonstration outside the Government Palace. MPP Parliamentarians stated, “The MPP was a governing party and we have promoted and strengthened the ethics of democracy. However, today we are an opposition party, but there is a great necessity to strengthen more the value of democracy in Mongolia. The simplest valued example of democracy has to be the people’s choice. The decision by the GEC for the Uvurkhangai electoral district was made regardless despite its people’s choice to serve one party’s interest. Therefore, we are opposing for the sake of truth.”

Moreover, MPP Parliamentarians abandoned the Parliament meeting hall and left notes on their desks appealing, the “DP has eliminated Democracy” and “Respect the People’s Choice”.

Protestors did not allow people to enter the DP Parliamentarians into Government House and MPP Parliamentarians did not attend the session meeting, hence caused an interruption in the October 18th morning plenary session meeting.

There have been numerous protests and demonstration inside the Government house but never before blocked state service staffs and journalists from entering.

Chairman of DP faction in the parliament D.Erdenebat approached the protester MPs and said “It’s not the right decision to interrupt the session meeting by blocking the meeting hall door. We should start the session meeting and have a discussion to solve the issue facing us. Even though we are living in democratic society, you can’t express your opposition by this way. We didn’t violate the court’s decision. We should follow the decision of the GEC.”

In response, MPP delegates expressed their position saying “We don’t see any election democracy today. The court has made decision to review the file, but DP is trying to allow its members to take oath. We will continue our protest until you will hear us. If the session meeting starts, you won’t hear us and will make the decision on your own.”

Currently, the parliament of Mongolia has been working with 71 members out of normal 76 parliamentarians following the 2012 Parliament Elections held on June 28th of this year. Five candidates did not yet take the oath for Parliament Members’ sovereignty.

Two candidates, S.Chinzorig and N.Tumurkhuu, who had been nominated from the Mongolian People’s Party (MPP) and received the most votes in the Uvurkhangai aimag, the 10th Electoral District, were stripped of their Parliament Members’ rights by the Khan-Uul District Court of Ulaanbaatar city on the grounds that they had violated the Election Law of Mongolia.

The other two candidates that had run in the 22nd electoral district (Bayanzurkh-Nalaikh) and the 26th electoral district (Songinokhairkhan) of the Parliament Elections did not obtain the 28 percent of the votes required; hence the re-casting of the vote is now scheduled on November 21st, on same day of the Local Administrative Elections for 2012.

The final fifth candidate, who was elected from “Justice” Coalition by its Party List Ts.Oyunbaatar’s approval, is being temporarily postponed under unknown circumstances.

The most disputed two mandates [seats] were in the Uvurkhangai aimag, the 10th Electoral District and finally the matter was concluded by the resolution No.148 issued from the General Election Commission of Mongolia (GEC) yesterday night.
