Ministry for Education Receives a Bad Evaluation

The Ministry for Education had a 1.5 million US dollar international education quality evaluation for general education schools last year. Unfortunately, the results of the evaluation, which spent almost half of the budget for the Ministry, show that the Mongolian Education sector is bad. The study titled “PIRLS-TIMSS 2011” was conducted by a group of agencies but was led by the IEA International Study Center, located in Boston College in the US. The IEA Data Processing Center in Germany and Statistics Canada also participated in the study. PIRLS and TIMSS are projects of the International Association for the Evaluation of Educational Achievement (IEA), an independent, international cooperative of national research institutions and governmental research agencies.PIRLS reported reading assessments of fourth grade students while TIMSS conducted comparative achievements on mathematics and science of eight grade students. Over 80 countries participated in both studies. Mongolia first conducted the study last year on approximately 1,313 fourth grade pupils and 1,297 eighth grade pupils spread across approximately 12 secondary schools in the city and 28 schools in provinces.

From the beginning of the evaluation many mistakes were revealed. Pupils` test papers were full of mistakes from the name, surname and so on. The study shows that even some schools and teachers did not know how many pupils a school had.

The results of the study reveal that fourth grade pupils` writing is bad and that reading and understanding is poor. A comparative study shows that some suburban schools are even worse than local schools. Despite the fact that they have good writing and answering skills, local school student’s achievement was weaker than those in the city`s schools.

The average score for eighth grade mathematics students in Ulaanbaatar was 28.3 and science was 33.6 while students in Bayan-Ulgii got 14.9 on mathematics and 17.0 on science. Nationwide, general education schools got an average score of 39.6.
