EXPANDED TALKS HELD BETWEEN PRESIDENTS

Ulaanbaatar, Mongolia /MONTSAME/ Kyrgyzstan has a many things about democracy to learn form Mongolia who has been developing the parliamentary governance for 22 years, said the President of Kyrgyzstan Mr. Atambayev on Tuesday.


It was said during the expanded talks between him and Mongolia's President Ts.Elbegdorj who is visiting this country with the official visit.

Mr. Elbegdorj congratulated Mr. Atambayev on becoming the leader of Kyrgyzstan. “My visit to Kyrgyzstan is special because it has coincided with the 20th anniversary of the diplomatic relations between our countries,” Ts.Elbegdorj said.

In response, Mr. Atambayev said he is glad that an alumnus of university of Frunze (former name of Kyrgyzstan' capital city) has arrived--J.Gurragchaa, the cosmonaut of Mongolia, and pointed out that him and many other Mongolian alumni are the bridge for the bilateral ties. He emphasized an importance of bringing the relations into a new level, keeping the tradition of ties.

Ts.Elbegdorj applauded a development of the bilateral relations, adding that our countries have chosen the parliamentary governance. “Last year I shared with Ms. Otunbayeva (ex President of Kyrgyzstan) issues of strengthening the democracy, later she sent me a letter asking to exchange experience in this deed,” he said and added that the Kyrgyz parliamentary delegates visited Mongolia to study experience.

Mongolia has some three million people and 40 million heads of livestock, "so we have a big opportunity to collaborate in the animal husbandry,” he said. "Together we can create a joint expedition for researching historical and cultural spots in our countries, we can share a gained in the mining sphere experience," he went on.

“Of course, everything is not absolutely perfect in terms of the democracy, we experience many difficulties, especially important is to focus on the mineral sector, besides, I submitted a package of laws on court reform, three out of 18 drafts have been adopted by parliament so far,” Mr. Elbegdorj said.

He emphasized that corruption, bribery and bureaucracy are the dangers that threaten the developing countries, and said Mongolia is combating the corruption, for example, the Corruption Combating Agency has been set up, and the anti-corruption law has been approved in Mongolia.

“Mongolia does not have the state media, plus, our people criticize the state. This is one of the important parts of the democracy,” Ts.Elbegdorj stressed.

He invited his Kyrgyz counterpart to Mongolia with a visit.

Mr. Atambayev thankfully accepted the invitation and said he wants to see in Mongolia the lake Khyargas and the world famous petroglyphs in caves. He also supported a proposal on setting up the joint scientific expedition.

“Our history has been distorted in times of the USSR, so I have made some decisions to restore and research a truth about our history. We do not forget our history,” Mr. Atanbayev emphasized. Then he expressed a willingness to share with Mongolia experience in mining and agricultural sectors.

Noting an importance of developing the inter-citizen ties, the Kyrgyz President said it is possible to create Ulaanbaatar-Bishkek-Istanbul flights.

The Mongolian leader said, “We have experienced many difficulties and challenges in developing the democratic way, nevertheless, we are proud that we have chosen the democracy.”. He said Mongolia is chairing the Community of Democracies (CD) until 2013 and hoped that Kyrgyzstan will actively participate in the CD's activities.

He noted that Mongolia has become one of the biggest 25 nations for the UN peacekeeping operations, and said the two countries have an opportunity to collaborate in these operations.

Then the two dignitaries exchanged views on other opportunities to develop the bilateral relations and cooperation.
